Noora Almoayyed, CFA

Co-Founder and Partner

Noora is a seasoned financial expert with a CFA charter and over 15 years of experience in telecom finance, banking, and infrastructure regulation. She played a pivotal role in the structural separation of Batelco and the creation of BNET, Bahrain’s national broadband network, contributing to the financial and operational framework of the wholesale telecom sector.

As a founding member of BNET’s Senior Leadership Team, Noora was instrumental in structuring the CFO organization, implementing key financial systems, and ensuring regulatory compliance within a newly separated wholesale network entity.

​

Beyond infrastructure regulation, she has a strong background in investment advisory and portfolio management, having worked with leading financial institutions such as TAIB Bank, Abu Dhabi Investment House, and Bank of Bahrain and Kuwait. Her expertise spans infrastructure financing, regulatory economics, and financial modeling, making her a key advisor in network industries and capital-intensive sectors.

Key Achievements and Experience

Financial Separation Leadership

Noora provided strategic leadership in BNET’s separation from Batelco, ensuring a seamless transition and the establishment of an independent wholesale broadband network. She led the audit and valuation of fixed assets, played a key role in structuring BNET’s capital framework, and negotiated critical agreements for asset transfer and operational independence.

She also spearheaded the implementation of BNET’s ERP system, ensuring financial and operational efficiency within the newly formed entity.

​

In addition, Noora advised on complex regulatory and economic issues in network industries and infrastructure regulation, including separation frameworks, price regulation, and tariffs. She led strategic discussions with the Telecommunications Regulatory Authority (TRA) on cost modeling, regulatory accounts, and pricing methodologies for BNET’s regulated products, ensuring alignment with market liberalization and investment sustainability

Strategic Financial Leadership

Noora led the establishment of BNET’s Finance function, adopting a strategic ‘finance business partnering’ approach to transform the role of finance into a performance-driven, growth-enabling function within the wholesale broadband sector.

As Financial Controller at BNET, she spearheaded budget planning, business case development, and end-to-end financial operations management, ensuring financial sustainability and regulatory compliance in a newly separated wholesale entity.

​

Previously, Noora played a key role in investment strategy and financial structuring, leading product development strategies as an Investment Advisor at Bank of Bahrain and Kuwait and Abu Dhabi Investment House. She managed equity, fixed income, and real estate investment portfolios for high-net-worth individuals and institutional clients, demonstrating expertise in capital allocation, financial modeling, and strategic investment planning across regulated industries.
